Duties and Responsibilities
|
1. CSO Engagement and Coordination Functions:
- Review and propose responses to requests from Grants Sub recipients and the Global Fund regarding CSO
- Manage CSO membership to CCM Rwanda
- Review and provide feedback to reports submitted by Sub recipients
- Contribute to Grant Action planning sessions
2. Grant Oversight Functions:
- Assist the Oversight Committee in the development, costing and implementation of annual oversight plan and integrate into CCM annual work plan and budget in collaboration with the CCM Permanent Secretary.
- Develop procedures & templates for Site Visits, facilitate site visits and participate as a member of the site visit teams.
- Document on a continuous basis, information regarding grant oversight, including important information regarding PR performance around the Global Fund architecture.
- Work with the PR and Oversight Committees to maintain and constantly update the Annual Reports
- Review Principal Recipients Annual Report before they are submitted to the Global Fund
- Review the grant performance report and update the Permanent Secretary periodically on its implications.
- Organise and support CCM Oversight Committee members and alternates to undertake field visits as much as necessary

KEY QUALIFICATIONS
|
- Bachelor’s degree required with Public Health, Social Sciences Population studies,
- At least 5 years of experience in Monitoring & Evaluation of projects/programs
- Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation
- Proficient in Microsoft Office applications especially Excel / Access, email, internet and websites essential
- Sound experience working with Civil Society Organisations

- Ability to work effectively with staff and organizational stakeholders
- Health Indicator and data analysis skills
- Strong writing, presentation and communication skills and experience in writing /editing proposals as part of a team
- Ability to handle multiple tasks simultaneously, set priorities and work independently as well as being a part of a team
- Previous development experience and/or background with government
- High degree of organization and initiative
- Ability to interact and communicate with all levels of national government, NGO, private and development sectors
- Huge Experience with work plan and with budget development
- Huge experience working with Civil Society Organisations and interaction with Communities
