– Deputize for the Executive Secretary in his/her duties during his or her absence;
– Coordinate the management of human, physical and financial resources and ensure they are effectively and efficiently utilized to ensure high quality of service;
– Manage the finances and assets of the District, execute the District budget and prepare a report thereof to be submitted to the District Executive Committee after examination by the Executive Secretary;
– Regularly update the Executive Secretary on the status of District Budget execution and other resources utilization;
– Sign and execute payments to be effected by the District on basis of a pre-approved cash flow/payment plan;
– Develop, in collaboration with other concerned staff, and implement financial management systems and procedures across the District;
– Ensure a coordinated implementation of audit recommendations;
– Produce budget, accounts, tax filing and financial analysis reports as required;
– Ensure that all insurance needs and requirements for the District assets and staff are timely met;
– Coordinate and ensure a proper management of all contracts engaging the District until their full closure and be mindful of providing value for money as well as complying with legal procedures in force;
– Seat on the District Technical Management Committee and technically defend and advise on any matters falling under his/her responsibilities.
