Job Description (Roles and Responsibilities)  

The main purpose of the job:

The CLO works closely with the Corporate Services team and assists UK-based staff and families prior to, during, and after arrival with adjusting to life in Kigali.

Roles and responsibilities:

Although the individual works closely with Corporate Services they are the independent voice and advocate for staff and families and may advise Post management on morale issues and if necessary advocate for change – e.g. in relation to Post housing or recreational facilities. The CLO serves all UK-based officers and families across the Foreign, Commonwealth and Development Office and Partners Across Government (PAGs) at Post. All staff at Post should benefit from the support of the CLO including single officers and those with families.  The role requires someone who is proactive, approachable, and friendly. The individual should have strong communication skills, including strong listening skills. They should also be willing to be adaptable and flexible to deal with changing circumstances and a diverse range of needs. Given the nature of the role empathy and discretion are particularly important.




Key roles and responsibilities are as follows:

  • To give advice to new staff and families regarding living in the post; e.g. what to prepare and bring, education/local schools, car purchases, medical facilities, etc.
  • Prior to new staff and families’ arrival (for those going straight to their accommodation), to ensure readiness, and that a basic set of supplies including float (and food supplies if requested) are available. Also, extend this service to departing staff.
  • To help staff and families with their familiarisation/tour/recce (where applicable) of local shops, schools, clubs, etc and introduce them to applicable local communities. Continuously maintain necessary support throughout their posting.
  • To assist families with any problems or queries of welfare or administrative nature confidentially.
  • To produce a newsletter as required, a Post Welcome Pack, and assist with updating Post Report and Fact Sheet. Ensure timely delivery of these as required.
  • To respond to all queries and administrative requests from DSFA and HR e.g. completing the Annual Spouse and Partner Employment Report, HR School Information Sheet, and distributing information (Carousel magazine) from DSFA.
  • If applicable, manage float store – preparing floats outward and receiving inward.
  • Complete the twice-yearly ECA Cost of Living Allowance (COLA) survey and assist with the ECA Hardship Survey as required.
  • Liaise with the FCO Healthline (Healix) as necessary regarding healthcare facilities at post, and with the Regional Medical Advisor to produce a Good Health Guide

Experience in a similar role, eg. Social Secretary, etc.

Working patterns:

The role is for 9 hours per week with the option for some home/remote working, and to flex when hours are undertaken during the working week.

Leave

All staff of the British High Commission is entitled to 25 days paid leave per year on commencement of employment. The leave year is 1 January to 31 December. Friday afternoons, Saturdays, Sundays, and public holidays observed by the British High Commission do not count as annual leave.

Staff employed on a part-time basis or on a fixed-term contract of fewer than 12 months duration are entitled to a pro-rata leave entitlement. Similarly, staff joining the British High Commission partway into the leave year qualify for a pro-rata entitlement.
