Job Description




Prepare and monitor implementation of the Ministry’s communication plan

Prepare and share press statements and releases

Maintain constant contacts with media outlets

Organize press conferences and meetings with media outlets

Ensure proper and constant monitoring of the Media

Website management

Social media management

Ensure good internal Communication within Ministry’s staff and with Embassies

Prepare press releases relating to all activities attended by the Minister, State Minister, and Permanent Secretary Prepare and report press conference meetings




Job Profile




Bachelor’s Degree in Public Relations, International Relations / Studies, Communications, Journalism, Linguistics and Literature, Marketing with 3 years of relevant working experience or Master’s Degree in Public Relations, International Relations/ Studies, Communications, Journalism, Linguistics and Literature, Marketing with 1 of relevant working experience.

Key Technical Skills & Knowledge required:




– Experience in communication domain across the devolved administrations, and with a variety of stakeholders both national and international;

– Knowledge of Public Service policy issues and political awareness;

– Comprehensive knowledge of Rwandan political environment;

– Comprehensive knowledge of Rwandan Foreign Policies, Laws, Regulations and Procedures;

– Working independently and without close supervision;

– Knowledge of the activities and functions of all departments of the Institution;

– Conflict management skills;

– Extensive knowledge in Foreign Affairs;

– Knowledge in administrative management;

– Excellent interpersonal skills;

– Excellent communication skills;

– Decision- making skills;

– Time management skills;

– Organizational skills;

– Planning and coordination skills;

– Report writing and presentation skills;

– High analytical thinking;

– Computer skills;

– Fluent in Kinyarwanda, English and/or French. Knowledge of all is an advantage.
