• Assist in development (technical input) and update of project work
– plan and budget
• Coordinate interventions and activities related to the CRVS component in the SSPP based on the approved work plan and budget, ensuring that all activities are carried out according to the specified timeline and within the allocated budget.
• In collaboration with NIDA and the CRVS project team, develop an action plan to operationalize priority areas related to birth registration and certification.
• Monitor the execution of approved activities, performance of indicators and their outcomes
• Carry out routine supervision visits as required • Prepare quarterly on the progress reports on the implementation of all CRVS activities
• Respond to all project management related issues (such as: technical queries, gaps, feedbacks and challenges) in consultation with NIDA and MINALOC
• Appraise the DG: NIDA of issues which require timely intervention
• Collaborate and liaise with the key stakeholders in project implementation. NIDA, MINALOC and SPIU
• Participate in meetings pertaining to the project, including technical support during World Bank missions.
• Assist in organizing, facilitating and delivering training to identified stakeholders and implementers
• Keep an updated registry of all assets purchased under the project, making it accessible for internal and external audits
• Liaise with the procurement team in the PIU in procuring goods and services, inspecting and certifying delivered goods and services
• Prepare and follow
– up on request for utilization of funds
• Liaise with LODA, RBC, MINISANTE, the NECDP and other agencies as needed, to strengthen CRVS activities to support the achievement of the Program development objectives
• Perform any other relevant duties as delegated or required by NIDA and MINALOC
Job profile
III. • Masters in Law, Population studies, Demographic studies with 3 years relevant working experience OR Bachelor degree in Law, Population and Demographic Studies with 5 years of relevant working experience • Experience in project management or coordination and good understanding of internationally financed development programs or World Bank guidelines and procedures
• Strong understanding of Rwanda’s policy framework related to Civil Registration and Vital Statistics
• Strong experience in monitoring and evaluation, including managing independent reviews and evaluations
• Good knowledge of Rwanda’s decentralized governance framework Rwanda;
• Strong planning and budgeting skills
• Experience of developing and delivering training to Government officers;
• IT literate, excellent skills in Excel and Word
• Excellent communication and presentation skills
• Strongly results oriented and able to manage a complex and multi
– faceted workload
• Fluency in Kinyarwanda and English are essential, French desirable
• Excellent report writing skills
