Job description: short term private sector capacity building national expert to Conduct training needs assessment for targeted industries to partner with IPRC Tumba and support IPRC Tumba to define short courses training offer.

Rwanda Polytechnics has signed a financial agreement with the French Development Agency (AFD), for the implementation of a pilot project in the district of Rulindo. Expertise France, the French Agency for international technical expertise, has been asked to support the implementation of the project during the first 3 years.

To do so, Expertise France is currently recruiting a short term private sector capacity building national expert to conduct training needs assessment for targeted industries to partner with IPRC Tumba and support IPRC Tumba to define short courses training offer.

The assignment will be carried out over a period of 18 working days spread over a period from March 2022 to April 2023.

Individual expert or companies with relevant experiences on this assignment are eligible to apply.

Tasks

  1. Prepare an inception report including a work plan, detailed methodology, report format and timeline, to be submitted within 7 days from the commencement of the assignment.
  2. Support IPRC Tumba to conduct training needs assessment and prepare the report
  3. Facilitate workshop to develop IPRC Tumba training offer including training plan, training costs and prepare a report
  4. Facilitate workshop to validate IPRC Training offer and prepare a report
  5. Facilitate IPRC Tumba to identifies existing industrial engineering training programs within the selected companies and where they don’t exist, identify and recommends training packages (modes of training for identified stakeholder needs (who, what training, how and when)
  6. Conduct quarterly assessment of the implementation of short courses training offer and provide recommendations for improvement

Required  experience and competencies

  1. At least a bachelor degree in engineering, human resource, education, social sciences, or related discipline
  2. At least 5 years of experience in conducting individual/organizational capacity needs assessment and in developing tailor made-training programme
  3. Good knowledge and proven experience working with private sector in Rwanda, especially in industry sector
  4. A solid understanding of the digital economy, concept of industry 4.0, and digital skills.
  5. Demonstrated capacity to establish industry/university partnerships is an added value
  6. An experience of at least 3 years in facilitating workshops
  7. Excellent writing and communication skills in English
