DESCRIPTION:

The Business Development and Grants Manager (BDGM) will report to the Localization and Partnership Manager (LPM) and will lead on the development of high-quality donor proposals, as well as coaching, training and supporting partners in their institutional fundraising strategies and donor engagements. This role will therefore support both Trocaire Rwanda’s internal fundraising and business development initiatives as well as partner capacity strengthening in these domains.

Under the leadership of the LPM and together with two other key capacity strengthening positions (the Organizational Development and Accountability Advisor; and the Monitoring, Inclusion and Learning Advisor), the Business Development and Grant Manager will play a key role in the roll out of Trócaire Rwanda’s localization and partnership capacity strengthening vision and ambitions.

The Business Development and Grants Manager will furthermore be part of Trócaire’s Global Partnership and Funding Unit (GPFU) and will be responsible for managing Trócaire’s internal business development and grant management system in place (i.e. Salesforce).


KEY DUTIES & RESPONSIBILITIES: Du

NB: It is expected for the Resource Mobilization and Grants Manager to spend approx. 50% of her/his time on partner capacity strengthening support and 50% on Trócaire led business development and grants management.

Partner Capacity Strengthening Support in Business Development and Grant Management

  • Support partners in the development of their resource mobilization and donor engagement strategies.
  • Support partners in new donor engagements, providing practical support and facilitate liaison and donor engagement preparedness.
  • Support partners (where/if needed) in their engagement with current donors and provide tools, coaching and support in donor compliance and handling donor requests.
  • Provide capacity strengthening and support to partner proposal development.
  • Advise and support partners in strengthening their capacities to handle contractual compliance issues, including project audit and verification requirements (in collaboration with Trócaire’s Program Accountants).
  • Responsible for the delivery of specific fund mobilization deliverables under the Irish Aid programme (2023-2027) and keeping track of its progress in meeting the targets.


Business Development

  • Lead the review and implementation of Trócaire’s country institutional funding strategy, in line with country programme needs and institutional funding landscape and opportunities.
  • In close coordination with the LPM, as well as the Global Partnerships and Funding Unit (GPFU) in Trócaire HQ:
  • Pre-Positioning: Identify relevant upcoming funding opportunities, track grant forecasts, and using advance intelligence gathering prepare recommendations based on specific bid/no bid decision criteria. Identify potential partners; manage pre-solicitation proposal preparations; participate in pre-design meetings; coordinate and facilitate design workshops; and support field teams to collect relevant country and technical information that informs design.
  • Proposal Preparation and Coordination: Lead the coordination and development of proposals from initial development to grant submission
  • Post Submission: Manage and or/support post submission and lessons learned processes contributing to shared learning. Engage in the Country Programme and GPFU Teams’ development of best practice and evidenced base approaches utilized in proposals.
  • External Engagement and Networking: Support the Localization and Partnership Manager and Country Director, in external engagement and networking; Identify donors, international and local partners for future opportunities; arrange meetings and calls with donors and partners; support the PPD to develop organizational capacity statements in coordination with the GPFU/Programme team.


Grants Management & Compliance

  • Keep up to date on donor regulations, relating to all current grants and commercial contracts, and communicate relevant changes to staff and partners.
  • Support programme and partner staff to manage grant agreements/contracts for joint institutional grants and commercial contracts including adherence to supply chain and financial management policies and procedures, fraud etc
  • Keep an overview and ensure meeting key milestone and deadlines in relation to donor requirements (reporting deadlines, audits, evaluations, etc).
  • Coordinate and review donor reports.
  • Responsible for ensuring that all information relating to proposals, grants and donor compliance is stored and kept up to date on Trócaire’s information management system (Salesforce). Work with the GPFU staff in Trócaire’s HQ, as well as the finance and programmes staff in country to ensure Salesforce and Agresso (Trócaire’s financial system) funding figures reconcile.


Person Specification-The Ideal person will have

Qualification

  • Masters in Development, Humanitarian, Business, Business Administration or related field of study

Experience

  • Minimum of 5 years’ experience working in development and/or business (development);
  • Experience in proposal and report writing, as well as in managing funds/grants
  • Training/capacity building in a multi-cultural environment

Skills

  • Keen interest and excitement in business development, entrepreneurial interests, willingness to learn;
  • A passion and sincere willingness and drive to support local and national civil society organizations in achieving their organizational ambitions and support their work aiming at resilience building, poverty reduction and contributing to the National Transformation Vision
  • A good understanding of the development partner landscape in Rwanda and being able to generate creative ideas in prepositioning organizations for resource mobilization and donor engagement.
  • Knowledge of managing grants and contractual requirements of institutional donors and ability and willingness to learn this for new donors.
  • Proven planning skills, including ability to set priorities, manage work plans and evaluate progress.
  • Detail-oriented, flexible, and able to handle multiple concurrent tasks
  • Able to work independently as well as part of a team
  • Highly developed relationship, negotiation and interpersonal skills.
  • Excellent facilitation & capacity building skills and experience of applying them when working with individual partners or groups of partners.
  • Excellent written, oral and presentational communications skills.
  • Computer literacy skills in word, excel and internet/email.
  • Fluency in English, knowledge of French is an added value.
