ADVOCACY, POLICY AND MARKETING OFFICER

AIDS Healthcare Foundation (AHF) is an International Non-Governmental Organization that was founded in 1987 and has been at the forefront of the HIV response, currently supporting HIV/AIDS programs in 45 countries including Rwanda.

AHF Rwanda is looking for very competent candidates to fill up the position of Advocacy, Policy and Marketing Officer at AHF Country Office in Kigali.



Job Summary:

Work closely with AHF’s advocacy and marketing departments at global and bureau level to influence policy and implement advocacy initiatives with key focus on increasing access to treatment and testing, upholding the rights and dignity of people living with HIV, and strengthening stakeholder, partner and CSO relations. Coordinate and manage the implementation of overall communication, PR/media relations, marketing strategies and campaigns, and promote AHF’s brand in Rwanda.

ESSENTIAL DUTIES AND RESPONSIBILIIES:

Advocacy

  • Support the Country Program Manager and relevant departments to develop, implement, and evaluate strategic advocacy and policy change agenda and to promote the work of AHF at national and district levels.
  • Plan, develop and monitor implementation of advocacy plans and framework according to AHF mission and core values.
  • Identify important and timely policy and advocacy issues that can contribute to improving HIV prevention, treatment, and care service in-country.
  • Build and strengthen AHF’s partnership with NGO’s, CBOs, CSOs, AIDS Commission, Ministries at national and district level, PLHIV Groups and other relevant stakeholders and institutions.
  • Coordinate and communicate AHF’s advocacy and policy change programs with national development networks, key decision, and policy makers, and media.
  • Strengthen AHF’s Parliamentary and high-level engagements and participation in relevant technical working groups and partner’s forum at national and district level.
  • Identify and lead research into relevant development and HIV policy, write policy and advocacy reports and briefs.
  • Strengthen Girls Act implementation and expansion working in close collaboration with the Prevention team in-country.
  • Coordinate and assume responsibility for the timely compilation and submission of all Advocacy and Marketing plans, project budgets and reports.
  • Represent AHF at meetings and conferences
  • Performs other duties as assigned by the CPM.



Marketing and PR/Media communications

  • Assist in the development and roll out of country Marketing Strategies and Monitor its implementation in line with the organization’s strategic priorities.
  • Assist in the development, implementation and monitoring of all Marketing Strategy to promote public awareness/engagement, brand visibility, service referral and behavioral change.
  • Assist in the development and monitoring of innovative marketing plans in line with country needs and specific campaigns.
  • Identify and strengthen opportunities for collaboration with relevant print and electronic media organizations toward improving media involvement in HIV/AIDS response.
  • Publicize organizational events and publications through traditional and new media.
  • Write and/or edit press releases, media advisories, Foundation news stories, op-ed pieces and other writing projects as needed
  • Pitch Foundation-specific and general HIV/AIDS and related news stories, initiatives, articles and opinion pieces to print, online and electronic news outlets
  • Oversee AHF press conferences and media events and strengthen media relations through strategic media activations.
  • Manage AHF’s media monitoring agencies (print press clips, web, video and radio)
  • Work with the prevention coordinators to develop effective prevention messaging for dissemination.



SUPERVISORY RESPONSIBILITIES: 

  • This role does not have a supervisory responsibility

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in public health, human rights, mass communication, community development or any other relevant degree, with at least three years’ experience in a similar field.
  • At least three years of experience in the successful management and implementation of civil society programs in Rwanda and an understanding of the linkages between health ASRH, and human rights in Rwanda.
  • Experience in advocacy program development and implementation.
  • Excellent understanding of HIV prevention messaging as well as use of media in HIV prevention.

COMMUNICATION SKILLS:

  • Ability to read and interpret documents such as policy documents, safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to effectively write routine reports and correspondences.
  • Ability to speak fluently and articulately.
  • Professional attitude, collaborative, patient and flexible.



COMPUTER/ SOFTWARE SKILLS AND ABILITIES:

  • Proficiency with word processing, spreadsheets and presentation software;
  • Proficiency with internet search and electronic mail use; and;
  • Ability to effectively present information in both written and oral forms.

REASONING ABILITY

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form;
  • Ability to deal with problems involving several concrete variables in standardized situations;
  • Ability to work under pressure and meet deadlines;
  • Make decision and solve problems in complex situations.

OTHER SKILLS AND ABILITIES

  • Needs to be sensitive to patient population and issues surrounding HIV/AIDS.
  • Ability to prioritize tasks in a rapidly changing environment.
  • Good communication and interpersonal skills.
  • Ability to prepare reports, provide team leadership and guidance.
  • Be a strategic thinker, have good organizational and planning skills and ability to prioritize tasks and work quickly and accurately to meet deadlines.
  • Ability to communicate effectively in English in a variety of settings such as staff meetings, discussions with partners, and training workshops.
  • Flexible, proactive and able to organize work independently as well as work in a team
