Job Purpose

The Regional Agribusiness Relationship Manager will be responsible for driving the growth and development of BPR Bank Rwanda’s agribusiness portfolio within the assigned region. The role will focus on identifying, originating, structuring, managing and monitoring agribusiness financing opportunities across priority agricultural value chains. The RM will work closely with branches, Business Bankers, customers, cooperatives, aggregators, processors, exporters, development partners and other value-chain stakeholders to build a strong and sustainable agribusiness pipeline. The position will also support the implementation of BPR’s Agribusiness Strategy by providing specialized agribusiness expertise to branches and ensuring effective execution of agribusiness products, value-chain financing solutions and strategic partnerships.



Main Responsibilities

Agribusiness Business Development and Origination

•Identify and develop new agribusiness business opportunities within the assigned region.

•Build and maintain a strong pipeline of qualified agribusiness customers and transactions.

•Acquiring new customers across priority agricultural value chains.

•Develop relationships with farmers, cooperatives, aggregators, processors, traders, exporters and other valuechain participants.

•Conduct regular field visits to understand customers’ businesses, production cycles, financing needs and cash flow.

•Promote BPR’s agribusiness financing products and value-chain solutions.

•Work with branches to identify and convert viable agribusiness opportunities into bankable transactions.



Value-Chain Financing

•Develop a strong understanding of BPR bank priority value chains,

•Map key actors and financing requirements within assigned value chains.

•Identify anchor-led and ecosystem financing opportunities.

•Support the development and implementation of value-chain financing models.

•Assess business cycles, production cycles, market arrangements, off-take agreements and cash-flow structures when developing financing proposals.

•Coordinate with relevant internal teams to structure appropriate financing solutions for agribusiness customers.

Credit Origination and Structuring

•Originate quality agribusiness financing proposals in line with the Bank’s credit policies and risk appetite.

•Conduct preliminary assessment of customers’ businesses, financing needs, repayment capacity and key risks.

•Prepare or coordinate the preparation of complete and quality credit applications.

•Ensure appropriate documentation and supporting information are provided for credit assessment.

•Work closely with Credit and other relevant functions to facilitate timely processing of agribusiness transactions.

•Monitor the progress of submitted applications and support resolution of outstanding requirements.

•Contribute to reducing turnaround time for viable agribusiness transactions.



Portfolio Management and Monitoring

•Manage and monitor the assigned agribusiness portfolio to ensure sustainable growth and portfolio quality.

•Conduct regular customer and field visits to monitor financed activities.

•Monitor repayment performance, business performance, production cycles and emerging risks.

•Identify early warning signals and escalate potential portfolio risks promptly.

•Support branches in the monitoring of financed agricultural activities.

•Ensure compliance with approved facility conditions and Bank policies.

•Support recovery and remedial actions for distressed accounts where required.

Branch Support and Regional Coordination

•Act as the dedicated agribusiness resource person for assigned branches within the region.

•Work closely with Branch Managers, Business Bankers and Universal Bankers to generate and develop agribusiness opportunities.

•Support designated branch Agribusiness Bankers in achieving their agribusiness KPIs.

•Provide technical guidance on agribusiness opportunities and value-chain financing.

•Conduct regular branch visits and pipeline review meetings.

•Support branch teams in customer identification, relationship management and transaction structuring.

•Share market intelligence and agribusiness opportunities with the Agribusiness Lead.



2 Partnerships and Ecosystem Development

•Identify and develop relationships with development partners, DFIs, government institutions, cooperatives, value-chain organizations and other strategic partners.

•Support mobilization of DFI funding, guarantees, risk-sharing facilities and technical assistance.

•Identify opportunities for partnership-based agribusiness financing.

•Support implementation and monitoring of strategic agribusiness partnerships.

•Represent BPR in relevant agricultural forums, value-chain meetings and stakeholder engagements.

•Contribute to generating partner incentives and other non-interest income opportunities.

Market Intelligence and Strategy Implementation

•Monitor developments in agricultural markets, commodity prices, production trends and value-chain dynamics.

•Identify emerging agribusiness opportunities and risks within the assigned region.

•Provide regular market intelligence to the Agribusiness Lead and relevant business teams.

•Support the implementation of BPR’s Agribusiness Strategy and approved value-chain propositions.

•Identify opportunities for new agribusiness products and financing solutions based on customer and market needs.



Capacity Building and Knowledge Sharing

•Conduct or coordinate agribusiness awareness and capacity-building sessions for branch teams.

•Support training of Business Bankers and Universal Bankers on agribusiness opportunities and products.

•Share knowledge on agricultural value chains, financing structures and sector risks.

•Support customer financial literacy and capacity-building initiatives where relevant.

Reporting and Performance Management

•Maintain an up-to-date regional agribusiness pipeline.

•Prepare regular reports on portfolio performance, pipeline, disbursements, deposits, customer acquisition and partnerships.

•Track performance against assigned agribusiness KPIs.

•Provide accurate and timely information required for management reporting.

•Escalate material business, operational, credit or portfolio risks to the Agribusiness Lead.

Educational qualifications and work experience:

•Bachelor’s degree in Agribusiness, Agricultural Economics, Agriculture, Economics, Finance, Business Administration, Banking or a related field.

•A master’s degree in a relevant field is an added advantage.

•Minimum 5 years of relevant experience in banking, agribusiness finance, SME finance, agricultural value-chain development or a related field.

•Demonstrated experience in relationship management, business development and credit origination.

•Experience in agriculture or value-chain financing will be highly preferred.

•Experience working with cooperatives, aggregators, processors, exporters, development partners or other agricultural ecosystem actors is an added advantage.

•Proven experience in portfolio management and customer acquisition.

2. Credit Recovery Officer (x3)

Job Purpose

To identify, review and recover or restructure/restore to performance non-performing debts and make appropriate recommendations to avoid such situations arising in the future in order to mitigate credit risks.

Main Responsibilities

•To initiate and develop restructuring and recovery strategies towards reduction of non-performing loans (NPL) levels as targeted by bank’s management;

•Contribute to the bank’s profit through writebacks

•Ensure compliance with credit policies, regulatory requirements and best practices in carrying out recovery actions with a view to minimizing credit risks

•Work closely with all banks appointed external agencies(debt collectors, appointed receivers, court bailiffs, lawyers etc…) and other third party vendors

•Partner with the legal unit and lawyers for efficient and effective resolution of matters in court.

•Assist Credit Recovery Manager to prepare statutory and regulatory reports required by the bank

•Give recommendations to Recovery Manager on issues of debt recovery including disposal of securities, litigation, restructuring, final settlement, write-offs and write-downs for approval.

•Provide professional business support to the Credit Recovery Manager to resolve challenges faced by stressed clients

•To enhance the Bank’s overall image through improved relations with bad debtors and ensure customers are satisfied through timely responses to issues;

•Perform other tasks reasonably required by Credit recovery Manager or Senior Credit Recovery Manager within the framework of this job description.

Daily Responsibilities:

•Daily review of assigned NPLs portfolio for any follow up of promise to pay from the customer and plan course of action to recover owed money.

•Meeting and call customers, write call reports and sharing with Credit Recovery Manager and file same to customer files.

•Write demand notice and statutory notices to customers under NPL; initiate and follow up related files in CQ, EMRS, and IECMS

•Negotiating with customers to express their willingness to repay and propose different alternatives to get solutions

•reparation of Recovery reports for management and regulator

Educational qualifications and work experience:

•Bachelor’s degree in Finance/Accounting /Economics/ Business/Management/Law

•Professional Qualifications: CPA/ILPD

3. Manager BCM & Asset Management

Manager BCM & Asset Management

Job Purpose

The holder of the role will be responsible for implementing and managing IT business continuity and disaster recovery systems and plans, risk assessments, Business Impact Analysis, documentation of business continuity and disaster recovery procedures, planning, conducting, and debriefing regular mock-disaster exercises to test the adequacy of existing plans and strategies, updating procedures and DR plans regularly and acting as a coordinator for continuity efforts after a disruption event.

Main Responsibilities

•Ensure backup and recovery strategies are adequately put in place and constantly inspected for any malfunction.

•Provide technical backup management expertise to the Senior Manager infrastructure and Head of Technology

•Provide technical knowledge and independent challenge on all aspects of Business Continuity Management.

•Monitor and Automate Backup Processes – Oversee automated backups, ensure job completion, and resolve failures.

•Test Backup and Recovery Procedures – Conduct routine recovery tests to ensure data can be restored efficiently.

•Safeguard data processing operations by identifying potential problem areas and single points of failure may result in interruptions to critical data processing operations.

•Develop and implement Disaster Recovery, Data Sensitivity, Back-up and Disaster Recovery plans and procedures.

•Maintain the Disaster Recovery and Business Continuity Plans to include ‘lessons learned’ from mock test or simulations

•Ensure appropriate Incident Response and Crisis Management structures are in place to manage any serious incidents

•Conduct Regular Drills and Testing – Simulate disaster scenarios to evaluate and improve preparedness.



Daily Responsibilities:

•disaster recovery activities with business units, IT personnel, and vendors to ensure plans are developed, maintained and tested in support of the Business Continuity and Recovery Program

•The BCM expert and point of contact for all BCM incidents that impact business operations and report the business continuity status to senior management.

•Coordinating technical and user testing, drills and independent review and validation of Business Continuity Plans

•Ensure business continuity and recovery tools, documentation, materials (plans, emergency response procedures, call lists, test results, etc) and repository are kept current.

•Guarantee that the continuity risk profile of IT infrastructure and services is understood by carrying out annual Impact Analysis, and Risk and Vulnerability assessments, to identify threats to the availability of IT services, the potential for major disruptions, and plan and implement appropriate risk mitigation strategies

Educational qualifications and work experience:

•Bachelor’s degree in IT, Computer Science or related field

•Professional Qualifications: CISA, CISSP, AMBCI, MBCI, ITIL

•5 years of minimum experience in BCM Good Practice Guidelines – Policy and Programme Management, Embedding BC,Analysis, Design, Implementation, Validation, Backup Technologies, Storage Area Networks, Core IT applications, Vendor Management and People Management/Managing teams.
