SENIOR RISK & COMPLIANCE

Job summary

The Senior Risk & Compliance Officer is responsible for identifying, assessing, monitoring, and mitigating institutional risks while ensuring compliance with applicable laws, regulations, National Bank of Rwanda (BNR) directives, internal policies, and governance standards. The position leads the implementation of the Enterprise Risk Management (ERM) and Compliance Framework, monitors key risk indicators and internal controls, supports Anti-Money Laundering and Counter Financing of Terrorism (AML/CFT) compliance, business continuity, and regulatory reporting, and provides risk-based advice to Management and the Board. The role works closely with all departments to strengthen risk management practices, promote a culture of compliance, safeguard the institution’s assets and reputation, and support the achievement of UMUCYO SACCO RWAMAGANA’s strategic objectives.



Key roles and responsibilities include:

Under the supervision and guidance of the Head of internal audit & compliance:

  • To work diligently on the assigned work on time and to produce results;
  • To comply with the instructions of the employer or his/her representative;
  • To comply with the laws, regulations and decisions of the Cooperative;
  • To take good care of and manage the equipment assigned to him/her in his/her work;
  • To be at work and to respect working days and hours;
  • To maintain confidentiality of work;
  • To provide basic identification documents before starting work;
  • To follow the principles and rules governing the conduct of the Cooperative’s business activities;
  • Works out a draft of the risk management strategy;
  • Sets up and adjusts the risk and capital inventory;
  • Conducts risk measurement and stress testing on future liquidity chocks;
  • Defines and assesses the early warning indicators;
  • Proposes instruments for risk steering;
  • Drafts the risk management reports ensuring that major risks are identified and reported including measures and recommendations;
  • Supports in the implementation of internal controls;
  • Continuously, enhance policies, practices and other control mechanisms to manage risks;
  • Investigating potential violations of compliance policies and regulations;
  • Advising management on compliance with laws, regulations, directives, rules and standards applicable to the Cooperative;
  • Assisting management to effectively manage the cooperative’s risk;
  • Educating staff on compliance issues;
  • Drafts the contingency plan to manage liquidity risk;
  • Perform other duties that are not contrary to the laws and regulations required by the head of internal Audit and Compliance his/her superior body.

Qualification Criteria / Job Requirements

  • Bachelor’s degree in Economics, Accounting, Finance or related field.
  • Three (3) years of experience in auditing, and a thorough understanding of Microfinance Banking and accounting practices.
  • Deep Knowledge in Financial Risk Issues and Mitigations.
  • Excellent understanding of banking and financial regulations.
  • Good skills in Excel, Word, PowerPoint and other Microsoft Office packages.
  • Good strategic thinking, with risk and control consciousness.
  • Strong analytic skills.
  • Professional qualification in auditing is added value;

The IT Officer (Software & Hardware) is responsible for ensuring the efficient operation, maintenance, security, and continuous improvement of UMUCYO SACCO RWAMAGANA’s information technology infrastructure. The role supports both software applications and hardware systems used across the Head Office, branches, and sub-branches to ensure uninterrupted delivery of financial services.

The officer installs, configures, maintains, and troubleshoots computer hardware, operating systems, banking applications, network devices, printers, and other ICT equipment. The position also provides technical support to staff, safeguards information assets through appropriate cybersecurity practices, performs system backups, monitors IT performance, and ensures compliance with internal IT policies, regulatory requirements, and best practices.

The IT Officer works closely with CBS vendors, third-party service providers, and internal departments to resolve technical issues, implement system upgrades, and support digital transformation initiatives. The role contributes to maintaining business continuity, enhancing operational efficiency, and ensuring that technology effectively supports UMUCYO SACCO RWAMAGANA’s strategic objectives and service delivery to its members.

  • First line support for all network and software (especially 1st level support for CBS) for all branch staff at headquarter, branches and outlets;
  • Responds in a timely manner to service issues and requests;
  • Setting up accounts for new users;
  • Reviews vendor contracts and coordinates IT software purchases;
  • Assist to install software, network, internet, e-mail, printer for all responsible branches;
  • Ensure proper maintenance of networking, internet & e-mail, security, backup and recovery;

  • Performances regular system checks to mitigate operational risk;

The position coordinates meetings, appointments, correspondence, and official communications, maintains records and documentation, prepares reports, and serves as a liaison between the Managing Director, departments, branches, external stakeholders, and other partners. The role ensures confidentiality, facilitates smooth administrative processes, and contributes to the achievement of UMUCYO SACCO RWAMAGANA’s strategic and operational objectives through effective office management and professional administrative support.


Responsibilities & tasks

  • To work diligently on the assigned work on time and to produce results;
  • To comply with the instructions of the employer or his/her representative;
  • To comply with the laws, regulations and decisions of the Cooperative;
  • To take good care of and manage the equipment assigned to him/her in his/her work;
  • To be at work and to respect working days and hours;
  • To maintain confidentiality of work;
  • To provide basic identification documents before starting work;

  • Liaise the MD’s office with different department, branches and external partners;
  • Provides administrative support to the Managing Director ensure efficient operation;

  • Carries out administrative duties such as filing, typing, copying, binding, scanning etc;

Assists in the preparation of regularly scheduled reports;

  • Archives reports and administrative documents (business plan etc.);
  • Conducts research and prepares presentation on the market, …SACCO positioning, competition etc;
  • Prepares and monitors invoices;
  • Prepares documents for meetings and takes accurate minutes of meetings;
  • Develops and updates administrative systems to make them more efficient;
  • Exhibits polite and professional communication via phone, e-mail, and mail;
  • Perform any other tasks requested by Managing Director
