This role offers a unique opportunity to ensure accuracy and compliance of filed returns, talent and performance management of Contributors Audit & Inspection Unit staff, and to execute the plans of the organization in accordance with the policies and directives of management Coordinate preparation of business plans and budgets and monitors their implementation.
Reporting to the Head Finance and Contribution, the Manager, Inspection will be responsible for ensuring and monitoring audit of employers and preparing periodical Inspection plans and reports.

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities
- Coordinate audit and inspection function activities
- Disseminate performance contracts of staff under his/her supervision
- Coordinate the preparation of Audit and Inspection plans
- Coordinate audits field works to ensure that the right amounts are being paid by determining and reporting errors/frauds in both filed returns and contributions remittances
- Ensure the reliability and accuracy of filed returns their compliance with the law
- Handle issues/complaints of employees towards employers and advice corrective actions
- Review and approve audit findings report
- Liaise with branches to ensure audits and inspections are run smoothly
- Execute the plans of the organization in accordance with the policies and directives of management
- Coordinate preparation of business plans and budgets and monitor their implementation.
- Coordinate preparation and update the procedure manual, guidelines, and policies to support staff in all operations.
- Coordinate Preparation of strategic and operational action plans and ensure its effective implementation.
- Recommend training to increase the capacity of subordinate staffs
- Evaluate the performance of, and provide trainings and opportunities for Contributors Audit & Inspection Unit staff
- Perform any other duties related to the Contributors ‘accounts management function as may be assigned from time to time.
Key Qualifications and Experience
The successful candidate must have at least:
- Master’s Degree in Business Administration, Accounting Commerce, Finance, Economics, or any other relevant field with at least 4 years’ experience, 2 of which should have been supervisory role
OR
- Bachelor’s Degree in Business Administration, Accounting Commerce, Finance, Economics, or any other relevant field with at least 6 years’ experience
Key competencies
Technical Competencies:
- The role holder should posses strong knowledge in financial product
- The incumbent should be familiar with data analysis and processing
- Must be conversant with social security product diversity and innovation
- Must possses quantitative analysis and financial modelling skills
Behavioral Competencies:
- Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences;
- Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike;
- Must be open to change and adapt established methods for new uses within the institution;
Additional Information:
The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
