About the Role
The Health and safety coordinator will ensure and nurture a healthy and safe environment in the delivery of our Seed Centre at RICA construction project that OAF is building in partnership with the Rwanda Institute for Conservation Agriculture. The Seed Centre at RICA is a hands-on center of excellence, providing B2B services that make it easier for Rwandan seed companies to succeed.
Over the next 2 years, we will construct over USD 6M/ 8 Billion RWF of infrastructure at the RICA campus at their Bugesera site. The Health and safety coordinator will be vital to this process as we will have a massive team of people during the construction works and processes. You will report to the construction Engineer specialist.
Responsibilities
Policy Development, Risk Assessment, and Hazard Identification:
- Develop and implement health and safety policies, procedures, and guidelines following local regulations and construction industry standards.
Continuous Improvement and Incident Investigation:
- Develop and deliver training programs on health and safety protocols, procedures, and emergency response.
- Ensure all workers receive training on relevant safety practices and corrective actions.
Compliance Monitoring and Documentation:
- Monitor compliance with health and safety regulations and policies.
- Conduct internal audits and inspections to identify compliance gaps and areas.
- Ensure compliance documentation is up-to-date and easily accessible to relevant partners.
- Prepare reports and presentations on safety performance metrics and trends for management review.
Train and Partner Engagement:
- Identify opportunities for improving health and safety processes.
- Collaborate with teams to implement corrective and preventive actions

Qualifications
Across all roles, these are the general qualifications we look for. For this role specifically, you will have:
- Minimum of 3 years of experience in Construction Health and Safety on projects of similar or larger value.
- Expertise in understanding local, national, and international health and safety regulations relevant to the construction industry.
- Identify safety challenges and develop practical solutions to address them.
- Attention to detail- Ability to conduct inspections, document safety observations, and maintain records.
- Fluency in spoken and written Kinyarwanda and English.
- Bachelor’s degree in civil engineering, Structural Engineering, or any other related field.
- Relevant certifications such in Health and safety programs, OSHA (Occupational Safety and Health Administration) certification, NEBOSH (National Examination Board in Occupational Safety and Health) certification, Institution of Engineers of Rwanda, or any other relevant institutions
