About Association Générale des Handicapés du Rwanda (AGHR) :

AGHR was established on 30th December 1979 and governed by the Law No 04/2012 of 17/02/2012 regulating national NGOs in Rwanda. AGHR initial constitution has been revised to conform to provisions of the above law and has been given a Certificate of compliance No 114/07 issued on 06th June 2013 by the Rwanda Governance Board (RGB)

AGHR interventions are centered on advocacy, promotion of disability rights, inclusion and socio-economic well-being of persons with disabilities. Its vision is “Become the leader organization in protecting and promoting the rights of persons with disabilities in Rwanda.” While its mission is “Organizing people with disabilities without any distinction based on type of disability, into a strong and effective voice likely to bring social and economic positive change and to improve their living conditions.” AGHR operate under five key intervention areas which are education, health, livelihood and social economic empowerment, advocacy & promotion of disability rights and organizational developments.

AGHR Head Office located at Gikondo Sector – Kicukiro district wishes to recruit 1 Project officer for the Disability Rights Funds (DRF) funded project focusing at ” Advocating for Budget allocation on Accessibility in Rwanda” – (ABA- Rwanda). 



Context of the position:

The project entitled “Advocating for Budget allocation on Accessibility in Rwanda’ – (ABA – Rwanda) is Funded by DRF and will be implemented by AGHR in Rwanda with main focus on the three districts of Kigali City and during the year 2024. It has three specific objectives which are:

  • To ensure that the Government allocate budget on Accessibility in Rwanda
  • To mobilize service providers & the general public on the existence & adherence on accessibility of public buildings standards of the Rwandan Building codes and
  • To strengthen AGHR organizational capacities

The Project Officer will lead the implementation of the project in partnership with the Disability Rights Funds (DRF). This role involves managing the day-to-day project activities, coordinating and collaborating with key stakeholders, and ensuring effective and efficient project delivery. Additionally, the Project Manager will contribute to AGHR’s internal and external coordination, advocacy, and networking efforts.

The position holder will therefore be responsible for the following tasks:


  1. Project implementation:
  • Oversee project activities coordination and reporting
  • Gathering relevant evidences for advocating toward budget allocation on accessibility of PWDs;
  • Select and strengthen technical capacities of PWDs to advocate for budget allocation on accessibility;
  • Plan, coordinate and support disability led advocacy toward budget allocation on accessibility of PWDs to public infrastructures;
  • Work closely with community volunteers and support them to effectively deliver their work
  • Support and oversee the production of a guide booklet that contain detailed information on inclusive provisions and checklists for ensuring accessible public buildings
  • Conduct awareness activities to promote the appropriation and implementation of accessibility guidelines of the building code mostly on public buildings
  • Work closely with the project stakeholders to ensure effective implementation of the project activities
  • Manage the project budget in the principle of value for money and provide timely reports
  • Contribute to the organizational development activities including resource mobilization, update key internal policies, support the organization to hold statutory meetings, etc.


  1. Monitoring and Evaluation
  • Oversee the monitoring and evaluation for project activities, checking progress against expected outcomes;
  • Produce and disseminate success stories as well as related ‘impact’;
  • Initiate self-evaluation and/or external evaluation processes;
  • Collects regularly information about different indicators as defined in the project M&E plan and reports them;
  • Produce periodic technical and/or financial report to his / her supervisor as well as to the Donor using appropriate reporting templates and on time.
  • In collaboration with AGHR’s Accountant, produce, analyze and comment periodic budget follow up and propose needed adjustment if any.
  1. Alliance building and advocacy
  • Identify and select members of Accessibility technical team at district and National Level;
  • Strengthen technical capacities of the accessibility technical team;
  • Support the Accessibility technical team in planning, organizing and implementing advocacy toward accessibility of public infrastructures;
  • Map key stakeholders and build alliance and engage them to implement advocacy on accessibility of public infrastructures;
  • Produce periodical update about the advocacy work and inform about the way forward to the Executive Director.


Technical Qualifications and Personal Skills:

  • He/she must be a person with disability;
  • Bachelor’s degree in relevant fields (Development Studies, Social Sciences, project Management, etc.).
  • Minimum 3 years of work experience, including 1 year in managerial roles in NGOs (Experience in the disability sector is an added value).
  • Experience in project management, coordination, administration, finance, and logistics.
  • Proficient in proposal development, budgeting, and financial reporting.
  • Strong Microsoft Office skills, especially Excel, PowerPoint, and Word.
  • Excellent problem-solving and organizational skills.
  • Team player with disability sensitivity.
  • Demonstrated capacity for self-organization. Excellent planning and organization skills
  • Positive and professional approach. Ability to fulfil commitments and meet deadlines;
  • Good written and verbal communication skills, including written and spoken English and French;
  • Excellent training, facilitation and capacity building skills
  • Well-developed group leadership and presentation skills;
  • Ability to develop guidelines and tools, and oversee their implementation;
  • Commitment to the values, mission and principles of AGHR.
