  1. Organization Overview 

Research Triangle Institute (RTI) has over 30 years’ experience assisting governments, communities, and the private sector. RTI’s Sustainable Growth & Resilience (SG&R) technical unit within the International Development Group (IDG) brings together RTI experts and capabilities across food security, agriculture, energy, environment, water, governance, and economic opportunity. SG&R will leverage RTI’s experience designing and delivering multisectoral programming and technical solutions to respond to climate change, build resilience, and promote economic growth around the world. Within SG&R, the Global Food Security and Agriculture team is working to strengthen agricultural markets, engage youth and women as critical leaders of the on- and off-farm workforce, and tackle the dual burden of malnutrition around the globe.


  1. Project Description

The purpose of the Feed the Future Rwanda Hanga Akazi (HA) Activity is to address the problem of insufficient employment opportunities and limited entrepreneurial success for Rwandans. HA will facilitate capacity development for Rwandans – particularly women, youth, and persons with disabilities – in key technical and soft skills required to participate in a modern workforce and will catalyse new entry and growth of inclusive enterprises. 

  1. Position Description

RTI is hiring a Procurement Specialist on the Feed the Future Rwanda Hanga Akazi Project. The Procurement Specialist will provide technical assistance, support and review

procurement procedures on the activity. This position will be based in Kigali, Rwanda, and will report to the Procurement and Grants Officer.

  1. Responsibilities of the Procurement Specialist include, but are not limited to: 
  • Implements procurement processes in a timely manner and recommends any process improvements to the Finance and Administration Manager
  • Ensure all procurements are administered in compliance with USAID policies and procedures, Hanga Akazi contract requirements, RTI policies, and other regulations
  • Prepare, issue, and negotiate RFQ(s) for assigned procurements such as materials, equipment, commodities, and services.
  • Effectively negotiate with suppliers on a wide variety of commodities and services for the best overall value for money
  • Coordinate issuance of purchase orders in accordance with company policies and procedures
  • Contribute to the supply chain management efforts up to and including logistical support from the ordering point through the follow-up, expediting, and delivery of the required goods and/or services.
  • Maintain all procurement files and ensure audit trail for all necessary procurement documentation.
  • Manage and track the procurement of goods and services for the project and grantees in compliance with approved procurement plans to ensure best value and within required lead times for a variety of requirements.
  • Ensure the timely and documented delivery of any goods or services.
  • Perform any other tasks as requested by the supervisor.


  1. Desired Qualifications, Skills and Competencies:
  • Master’s degree in supply chain management, Business Administration, Finance, or related field with 1 year of experience; or bachelor’s degree in one of the above fields with 3 years of experience.
  • Working knowledge of USAID procurement procedures, rules, and regulations.
  • Strong oral/written communication skills in English and ability to communicate effectively at multiple levels internally and externally, with customer-focused support.
  • Strong organizational and interpersonal skills and ability to work in a team-oriented setting.
  • Solid computer skills in Word and Excel and experience with financial and other software (spreadsheets, accounting packages).
  • Ability to set priorities and manage time effectively.
  • Self-guided, strong organizational and planning skills
  • Ability to work independently and under pressure.
