This role offers a unique opportunity for one to lead our ‘second line’ of defense in safeguarding the resources of the Institution by championing excellence, and fostering a culture of transparency, accountability, and continuous improvement.

We are seeking an independent-minded individual with a strong control background and a proven track record in driving compliance. In this role, you will act as a trusted advisor to the organization’s leadership, providing independent assurance, identifying risks, developing sound internal controls, and making strategic recommendations that drive operational efficiencies and effective governance, mitigate vulnerabilities, and enhance the overall effectiveness of our operations.

Reporting to the Audit Committee of the Board of Directors and administratively to the Chief Executive Officer, the Head, Internal Audit will be responsible for coordination of external audit exercise, overseeing internal audit and investigation related assignments and follow up of audits recommendations.




About RSSB 

The Rwanda Social Security Board (RSSB) has the mandate to manage and promote social security in Rwanda. RSSB’s vision is to provide a comprehensive social security system that caters to the diverse social security needs of the population, RSSB plays an important role in realising Vision 2050 and the National Strategy for Transformation (NST1). RSSB manages six social security schemes, namely: Pension, Occupational Hazards, Medical scheme, CBHI, Maternity Leave Benefits and EjoHeza (Long-term Term Saving Scheme).

Key Duties and Responsibilities

  1. Advise the Board on all internal control procedures within the organisation
  2. Ensure that appropriate technical advice and support and quality assurance is provided to the Audit Committee of the Board and senior management teams
  3. Ensure independent appraisals of organization’s activities, functions, and operations to ascertain internal control frameworks are in place and operating efficiently
  4. Oversee the development, documentation and have approved annual audit plan for organisation and ensure its implementation
  5. Oversee the internal audit plan and development of audit programs for the organisation to ensure efficiency in audit execution
  6. Oversee the risk assessment design and testing activities, based on the risks and processes associated with the area being audited
  7. Ensure detailed audit tests are performed on all RSSB’s operations based on Standard audit programs in accordance with the approved annual audit plan including recommendations to improve efficiency
  8. Review and communicate audit report to the senior management, Chief Executive Officer and to the Board
  9. Circulate and present periodic reports to the Audit Committee highlighting key findings and management actions taken
  10. Coordinate RSSB External Audit Exercises (RSSB Audit by External Auditor/ Office of the Auditor General/ MINECOFIN Audit/ BNR Onsite Inspection among other audits)
  11. Conduct regular follow up of Internal and External Audit recommendations to ensure timely implementation
  12. Oversee the preparation of period and annual follow up reports on implementation progress of internal and external audit recommendations
  13. Oversee the investigation assignments in the scope of internal audit function within RSSB; review and communicate investigation reports to the CEO and other relevant authorities for further investigation and corrective measures
  14. Ensure internal audit and Board audit committee charters are in place and remain current/ updated
  15. Ensure RSSB’s internal audit framework and operating procedures are certified per the international standards
  16. Spearhead the development of and implementation of the use of innovative approaches in performing independent assessment of systems, controls and efficiencies guided by professional standards
  17. Perform any other duties related to internal audit function as may be assigned from time to time




Key Qualifications and Experience

The successful candidate must have at least:

  1. Master’s Degree in Business Administration with specialization in Audit, Accounting, Commerce, Finance, or any other relevant field preferably with 6 years’ experience, 2 of which should have been in a senior managerial role

OR

  1. Bachelor’s Degree in Business Administration, Accounting, Commerce, Finance, or any other relevant field preferably with 8 years’ experience, 2 of which should have been in a senior managerial role
  2. CPA, ACCA, CIA, CISA or equivalent required

 

Key Competencies

Technical Competencies:

  1. The role holder must have strong skills and sound understanding in audit, its processes, techniques and practices
  2. The incumbent must have strong knowledge in financial engineering, modeling and reporting skills
  3. The incumbent must demonstrate sound knowledge in business continuity management and financial acumen

 

Behavioral Competencies: 

  1. Must demonstrate impeccable customer service focus, strategic thinking, and strong ethical background with an ability to resist and zero tolerance for corrupt, political and other undesirable influences
  2. Must be able to establish and maintain constructive and effective relationships with key stakeholders and staff alike
  3. Must be open to change and adapt established methods for new uses within the institution

The position is based in Kigali, Rwanda and applicants must be willing to relocate outside their countries of domicile.
