INDIVIDUAL CONSULTANT

  7. Context: Through the Government of the Republic of Rwanda, Water and Sanitation Corporation (WASAC) has received funds from the African Development Bank (AfDB), to finance the Rwanda Sustainable Water Supply and Sanitation Program (RSWSSP) Part of these funds is intended to cover eligible payments for the recruitment of Electro-Mechanical Engineering Expert to provide technical assistance in the program implementation and capacity building to WASAC staff.


  8. The Assignment: The objective of the consultancy services is to provide technical assistance to the client for the preparation, design and implementation of electro-mechanical, automation components in water and sanitation projects under the program. The consultant will ensure that all projects related activities are carried out in accordance with the standards and best industry practice, while at all – time ensuring quality, cost effectiveness and timely completion. He/she will mentor and build the capacity of WASAC staff in developing and improving technical knowledge and understanding in electrical and electronics, mechanical and automation processes of water and waste water infrastructure design and construction. To assist the client with review and approval of proposed process designs. To assess the condition of existing treatment plants and pump stations and propose energy optimization measures. To assist the client with preparation of regular status reports for the program and other reports that may be required, as per the Terms of Reference, together with all related necessary technical assistance and professional advice to the Client related to program implementation.
  9. WASAC now invites interested candidates (Individual Consultants) to apply and indicate interest in providing these services. Interested Individual Consultant must provide information indicating that he/ she is qualified and has relevant experience to perform the services (detailed CVs, academic and professional qualifications, relevant copies of academic degrees and other certificates, description of experience in similar assignments, etc.).
  10. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. The Individual Consultant will be selected on the basis of his/ her relevant experience, qualifications, and capability to carry out the assignmentPlease note that interest expressed by an Individual Consultant does not imply any obligation on the part of the Water and Sanitation Corporation to include him/ her on the shortlist.


  11. Qualification requirements:

The assignment will be implemented by the Water and Sanitation Corporation (WASAC) as the Executing Agency. The assignment will be for a fixed period of one eyar with possibility of extension subject to needs, satisfactory performance of the consultant and availability of funds.

  •  He/she shall have at least bachelor’s degree in Mechanical or Electromechanical Engineering
  • – He/she shall have at least ten (10) years of general experience,
  • – He/she shall have at least Five (5) years of specific expertise and full-time demonstrated experience in electro-mechanical and automation installations of water and/or sanitation equipment,
  • – Having actively participated in detailed studies (designs) of at least two (2) water/sanitation pumping stations and/or two (2) electro-mechanical plants, as an electromechanical expert,
  • – Having actively participated in construction of at least two (2) electro-mechanical plants within water or sanitation projects, as an electromechanical expert,
  • – Having actively participated in at least one (1) design and build project to deliver electro-mechanical solutions,
  • – Highly motivated and with a strong desire to promote technical excellence within project teams.
  • – Have excellent written and verbal skills (English or French) when communicating with stakeholders including technical and non-technical parties.
  • – Flexible approach to work including occasional to regular construction site visits.

  • 12. Remuneration: The consultant will be remunerated on monthly basis (including fees, accommodation and subsistence allowances). The remuneration amount will be negotiated. The candidate will be responsible for obtaining personal health insurance at his/her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.
