BASIC FUNCTION OF THE POSITION




This position is located in the Executive Office, USAID/Rwanda. Its function is twofold: manage the Mission’s Correspondence and Records (C&R) program, and support the office’s procurement function. The incumbent develops and implements systems to control all unclassified correspondence and records held in the Mission. Establishes procedures and provides services for the receipt, control, processing, scanning, distribution and dispatch of unclassified correspondence. Manages maintenance, storage, retrieval and disposal of the Mission’s official records. Provides guidance to the Files Custodians in each Office and provides C&R training. Facilitates the office’s procurement process through active participation in simplified acquisition processes that are completed within USAID. Assists in the development and administration of the Rwanda and Mission procurement plan, reporting, tracking, files procurement documents in the electronic filing system, closeout and de-obligation of un-liquidated funds.

QUALIFICATION REQUIREMENTS




aEducation: Completion of secondary school plus two years post-secondary at the equivalent of U.S. university or college in business administration, management or related field.

b. Prior Work Experience: Minimum of three years of progressively responsible, business and/or development experience in records and correspondence management is required.

c. Language Proficiency: Level IV English written and spoken and Kinyarwanda. English proficiency is tested.
