Context:

Under the overall supervision of the Chief of Mission, and direct supervision of the Senior Regional Programme Manager (IBM) (primary manager) and the ICT officer (secondary manager) the successful candidate will be responsible for carrying-out the following duties and responsibilities in relation to IBM projects in Rwanda.

Core Functions / Responsibilities:

  1. Assist planning of ICT system and equipment installation in IBM project in coordination with the relevant Government authorities and Implementing Partners.
  2. Assist procurement processes and delivery of ICT system and equipment in coordination with the Procurement Unit. Participate in bidding processes and monitor the performance of the vendors/suppliers to facilitate timely response and delivery of good-quality goods and services.
  3. Conduct monitoring on installed ICT system and equipment regularly and draft reports. Analyse challenges and problems in operation and maintenance of the system and equipment and recommend solutions.
  4. Plan, organize, and deliver trainings on ICT system and equipment including coordination with partners for development of training content, materials and tests. Analyse test results and comments on training from participants and draft training reports.
  5. Install and maintain approved software systems on servers and workstations according to the set standards and ensuring proper updates.
  6. Provides first level support to users and trouble-shoot issues and resolve any End User queries and constraints related to software and other ICT components in coordination with the Mission’s ICT Unit, in line with Organization rules regulations and procedures, while reporting deviations and other constraints faced.
  7. Assist in analysing performance problems of network, systems and applications and recommend solutions to enhance functionality, reliability, and/or usability. Monitor the required performance and stability of network services and servers (LAN, WLAN, Messaging, Internet connectivity, VPN, etc.), to prevent and minimize downtime or service interruptions
  8. Produce and maintain comprehensive documentation and reference materials for planned and delivered ICT systems in the mission and update global user support of planned changes in advance, including IT equipment inventory and preparation of hardware for disposal when appropriate.
  9. Perform such other duties as may be assigned.




Required Qualifications and Experience

Education

  • Bachelor’s degree in Information Technology, Computer Technology, or a related field, with four years of relevant work experience required, or
  • High school diploma/certificate in above fields with six years of working experience.

 Experience

  • Experience working in IT system installation
  • Experience in reporting and data analysis
  • Experience working in border management information systems (BMIS) is a strong advantage
  • Strong data collection and analytical skills
  • Strong reporting skills
  • Demonstrated understanding of cutting-edge ICT security and data protection

Languages

Fluency in English. French, Kinyarwanda and Swahili are an added advantage.

In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
