BRALIRWA is looking for a qualified, dedicated & experienced individual to fill the position of Procurement Manager located in Kigali, Rwanda reporting to the Finance Director.




JOB PURPOSE:




Lead, manage & develop the Local Procurement Operating Company (OpCo) team. Deliver competitive advantage to the OpCo by identifying and realizing saving opportunities, through the optimum use of the HEINEKEN Global Procurement Toolbox. That includes ensuring that all non-center led purchased goods, products and services are bought on time, in full and for the lowest possible price in the short-, mid- and long-term. Shape, implement and ensure compliance with standard processes, procedures, governance and internal controls.

TASKS & RESPONSIBILITIES:




Procurement Strategy




  • Define the annual operating plan for the department based on the Opportunity Assessment process
  • Develop vision and strategy for the purchasing department in line with company objectives
  • Ensure local team activities are in line with the Global Category Strategy
  • Responsible for development and follow up sourcing plans for the non-center led purchasing categories to ensure price competitiveness, continuous long term supply and anticipate future opportunities
  • Shape and implement standard processes, procedures, governance and internal controls

Reporting

  • Report, analyze and assess the achievements of the department compared to the objectives and take actions to meet short, mid and long term objectives of the department
  • Spend analysis to identify saving opportunities
  • Regularly report financial and supplier performance information for both materials and services to the Local and Global teams
  • Report on compliance to standard processes and procedures and on internal controls

Contract Operations  

  • Ensure the availability of all specific contract requirements and conditions for the OpCo prior to tendering, negotiation, supplier selection and contracting
  • Negotiate the best deal in line with the above by amongst other the use of E-auction
  • Make sure all suppliers live up to and commit to the Supplier Code of Conduct
  • Ensure proper execution of all contracts within internal (SRM) systems and ensure provision of all information to Category teams in a timely manner
  • Evaluation of performance of orders fulfilled by non-center led suppliers and take actions if performance is not according to standards/contract

Contract Management 

  • Lead all Contract Management activities within the OpCo
  • Manage the overview of all Supplier Relationships and the correct use of the Supplier Performance Management system
  • Develop and maintain relationships with key Stakeholders within the OpCo and Global Procurement
  • Independently manage Local improvement projects and provide support to Global improvement projects

People Development 

  • Manage the Local Procurement team with responsibility for their coaching, succession planning, career development and motivate them in order to ensure the achievement of objectives of the department;
  • Set and evaluate personal targets which are aligned with the department’s vision, strategy and priorities
  • Organize regular meetings to align and improve the performance of the Purchasing team
  • Create Personal Development Plans for the team and use these for coaching and development throughout the year.

Coordination of the Buying Committee 

  • Prepare the Buying Committee meetings in order to ensure proper decision making in that committee
  • Collect and analyze all documents to be discussed in the Buying Committee
  • Prepare Buying Committee meeting together with the COT teams
  • Make reporting and coordinate follow up of decisions made in the Buying Committee

Master data  

  • Accountable for managing Master data management issues within Procurement and will escalate issues and requirements where required




QUALIFICATION AND SKILLS:




  • Bachelor’s degree in Supply Chain, Procurement, Business, Economics, Finance or any other related field. A Masters’ degree or a Procurement Certification will be an added advantage.
  • Strong background of minimum of 5 years in Purchasing/Procurement, ideally with both operational, management and project experience, preferably within a beverages or FMCG company
  • Fluent in English & French (both verbally and in writing), and Kinyarwanda will be an added advantage
  • Well-developed networking skills, excellent presentation and communication skills
  • Planning skills and excellent attention to details are a must
  • Ability to work on tight deadline and independently
  • Microsoft Office/ Procurement Systems skills are essential.
  • Proven people management skills.
  • Experience of working in multi-cultural, multi-national, multi-lingual organizations
