1. Overview

Jhpiego is seeking a RMNH Technical and Learning Advisor to provide technical guidance and support to Momentum Country Global Leadership (MCGL) core fund which is part of a suite of innovative awards funded by the U.S. Agency for International Development (USAID) to holistically improve family planning and maternal and child health in host-countries around the world. The RMNH Technical and Learning Advisor will coordinate all MCGL related activities in Rwanda.  S/he will report to Rwanda Jhpiego RMNCH Technical Director.

2. Specific roles & responsibilities

  • Strategic planning, Quality improvement and Management of activities
  • Work collaboratively with GoR counterparts at national levels to co-design, implement, monitor and oversee MNH and FP technical and programmatic aspects of the program.
  • Provide technical leadership, support, and supervision to project-supported RMNH activities and drive the implementation of the MCGL activities
  • Lead the conceptualization and development of approaches and interventions related to the strategy
  • Develop and facilitate implementation and institutionalization of a quality improvement model in all levels of service facilities in supported districts
  • Participate in the project’s internal meetings and share challenges and lessons learned in implementing activities in areas of technical expertise.
  • Identify and disseminate best practices and new technical strategies and approaches in areas of expertise.
  • Provide mentoring and capacity building at the individual and organizational level for oversight of the work delivered by sub-award
  • Work closely with technical director, technical staff, and M&E staff and ensure facilitation and logistics are available timely




Monitoring, evaluation, learning and knowledge management

  • Develop action-oriented learning agenda (implementation research, program evaluations) in collaboration with the Senior MER Advisor and other technical team members
  • Develop and Submit concept notes and IRB protocols to HQ for review and approval as well as local IRBs as required
  • Ensure all learning and research activities follow Jhpiego’s standards, including the protection of human subjects, and are implemented in a timely manner and according to protocols
  • Ensure high-quality implementation of research activities, consistent with Rwandan national health guidelines, protocols, information and reporting systems.
  • Implement workshops to guide the development, implementation and dissemination of learning activities
  • In collaboration with the Sr. MER Advisor and other Jhpiego team members, work with the MOH and RBC to establish procedures for documenting, disseminating, and adapting or incorporating learning to improve performance of RMNCH and services and outcomes.
  • Work with MER and other technical staff to publish project research/studies in national and international journals.

Collaboration and reporting

  • Establish and maintain good working relations and collaboration with the relevant MoH technical working groups, as well as other higher-level stakeholder groups,
  • Provide regular reports and updates on learning activities
  • Contribute to the development of Jhpiego annual action plans, budgets and reports and make presentations to relevant technical meetings, donor and partners as required.
  • Perform other tasks assigned by supervisor.

Requirement Required Skill& Abilities:

  • Advanced degree (at least Master’s level) in public health, global health, international health or other related fields
  • Clinical background with working knowledge and experience in the Rwanda health sector or another East African country will be required.
  • Minimum 10 years of relevant working experience in MNH program
  • Extensive experience in scientific writing, documentation of program activities, evaluation of health programs, preparation of project and research papers
  • Excellent interpersonal skills, strong organizational skills and an ability to work effectively in a multicultural environment.
  • Demonstrated strong writing skills in English and ability to lead on writing processes and timely submission of key contractual deliverables- progress reports, project briefs, learning documents, etc.
  • Ability to establish a learning culture and to facilitate knowledge sharing Demonstrated ability in program design, implementation, monitoring and evaluation
  • Experience applying quality improvement techniques to health projects/activities
  • Familiarity with Rwanda’s health management information system and other national M&E systems
  • Strong technical skills, including ability to process and analyse data using one or more statistical software packages, including at least two of the following: SPSS, Epi-Info, Stata, MS Access
  • Strong oral and written communication and presentations skills in English; working knowledge of French and Kinyarwanda is preferred
  • Ability to travel nationally
