PURPOSE:

The EE Head is responsible for overseeing the successful implementation of the Economic Empowerment activities, which provide women tools to achieve their economic independence in respect of strategic and action plans. The EE Head has overall responsibility for supervising staff, managing the allocated budget, as well as coordinating activities on a day-to-day basis. S/he will work with the Program Manager to plan, execute, and report on all EE projects as per grant and organizational requirements.

SCOPE OF ROLE:

 Reports to: Progamme Manager.

DUTIES AND RESPONSIBILITIES

Economic Empowerment Program Management

  • Works in collaboration with the Program Manager to oversee and manage all program components related to EE activities and with a focus on employment and self-employment goals being met, and ensure the program is carried out in accordance with mission, goals, and terms and conditions of relevant grants.
  • Prepares Monthly Income Generating reports and submits to Program Manager and CD by the required date (1st week of the following month).
  • Oversees the EE strategy operating plans in coordination with the Program Manager and CD.
  • Supervises all EE activities with a focus on quality control and impact.
  • Supervises EE staff and ensures that vocational trainings are aligned with market-driven employment and self-employment opportunities in Country
  • Support target groups to master and utilize the digitalized VSLA systems, support the establishment of a VSLA Federation, and provide linkages to the formal financial sector;
  • Oversees EE monitoring and evaluation in collaboration with the Monitoring & Evaluation Team Lead.
  • Supervise the management of WfWI graduate networks (in terms of capacity building and general organization)
  •  Provide professional value chain orientation by supporting entrepreneurs & groups to engage with and work up the value chains in the business sectors that they are engaged in;
  •  Identifies, develops, and expands strategies and partnerships with organizations and technical assistance partners to enable income generation for WfWI program participants and graduates.
  • Expands and strengthens staff EE Capacity with on-going training and guidance.
  • Oversees implementation and analysis on EE assessments, including on-going market assessments, feasibility studies, business plans, etc.
  •  Contribute to the design of project activities for concept notes and proposal development processes by providing technical inputs (i.e.log-frames, program descriptions, activities, and budgets)

Communication and Teamwork

  •  Identifies, develops, and expands strategies and partnerships with organizations and technical assistance partners to enable income generation for WfWI program participants and graduates.
  •  Works with local businesses to create internship and apprentice opportunities for participants and graduates.
  •  Responsible for efficient and effective use of allocated budget and compliance with finance procedures
  •  Participate in internal meetings and processes to represent the EE teams as needed.

Personnel Management:

  • Supervise, guide, and manage EE staff
  •  Initiate performance management of staff in the area of EE
  •  Set annual performance of EE in collaboration with EE team under the leadership of program manager
  • Ensure performance management of personnel of the EE meet the requirements of the WfWR
  • Conduct annual performance appraisal of EE staff subjected to the approval of program manager and the ED of WfWR.
  • Conduct regular (i.e., weekly, monthly meeting) regarding progress throughout the year.
  • Provide coaching, mentoring, and on-the-job training to subordinates

Planning and organizing

  •  Organize and streamline the planning of EE work in collaboration with the program manager
  • Align the EE to the WfWR goals and annual plan
  • Develop in collaboration with the EE team the EE annual, monthly, and weekly plans
  •  Initiate the implementation strategy of EE programs to ensure women are successfully empowered and economically sustained

Creating and developing

  •  Initiate economic empowerment interventions relevant to empower women to transform their daily lives
  • Develop, support, and sustain community economic initiatives to empower women
  • Build the capacity of women in the community to initiate, own, build and sustain development interventions to ensure they are fully socially and economic empowered

Quality control

  • Provide standards of quality work (i.e., protocols, criteria for selecting women beneficiaries, standards meaning to what extend the work should be qualified as excellent, etc.)
  • Establish a quality control mechanism to ensure EE work meet high standard and objectives of WfWR to empower women at the community
  • Work on quality criteria to ensure EE meet the expected results at the community and empower women

Capacity Building

  Conduct a regular capacity assessment of the EE team

  • Provide on-the-job training (i.e., internal one-hour session, working sessions, evaluating special cases and share experiences, provide advice to staff and respond to staff concerns and questions.)
  • Conduct EE training needs assessment annually
  •  Advocate for EE staff capacity building interventions
  •  Train and provide coaching mentorship to women beneficiaries of the EE program to ensure ownership and sustainability

Monitoring and reporting

  •  Monitoring the implementation of EE activities
  • Guide the EE data collection and analysis
  • Ensure community participation throughout the implementation of EE plans
  • Establish a reporting system with clear milestone and deadlines
  • Produce regularly all EE reports (i.e., weekly, monthly, quarterly, and annually)

QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in Business administration, development studies, economics, or relevant field;
  • Minimum of 5 years work experience as a manager in a relevant field, preferably within the NGO/INGO organization or relevant experience in the private sector;
  • Excellent interpersonal skills and ability to work well as a part of a team and to interact professionally with culturally and linguistically diverse staff and participants.
  • Ability to understand the needs of target clients and align programming accordingly;
  • Demonstrable understanding and experience of gender issues and proven commitment to addressing gender inequalities in all key areas of responsibility;
  • Strong analytical and problem-solving skills;
  • Experience managing staff and working in cross-departmental, cross-country contexts with a proven record of building, managing, and working with virtual teams and creating an enabling environment.
  • Excellent spoken and written English to include research, writing, and communication skills.
  • Demonstrated experience building the capacity of staff.
  •  Independent, can coordinate with others to produce proposals on deadline.
  •  Excellent budget management skills.
  • Computer skills including working with Microsoft Word, Excel, PowerPoint, and Email
