Focus of the Role
Vision 2050 and the National Strategy for Transformation (NST1) set out targets for Rwanda’s transition to a high-income economy, built through private sector-led growth and human capital development. To achieve this will require sustained high GDP growth rates, expansion of the export base, and inclusive and job-creating public and private investment. Increasing economic competitiveness and expanding trade opportunities for Rwandan exports are central to these ambitions.
The Government of Rwanda (GoR) has developed the Made in Rwanda Policy (MiR Policy) to reduce the trade deficit and increase job creation by promoting exports, boosting local production and stimulating sustainable demand for competitive value-added products by addressing factors constraining their quality and cost competitiveness. The Ministry of Trade and Industry (MINICOM) leads the implementation of this policy.
The Tony Blair Institute in collaboration with the Rwanda Development Board (RDB) is recruiting a Strategic Advisor to work with MINICOM.
Key Responsibilities
- Provide strategic advice to promote exports and boost local production through Made in Rwanda and Rwanda’s manufacturing sector
- Provide advice and evidence-based briefings on operational strategies to ensure effective implementation of the MiR Policy, in view of the economic impact of Covid-19
- Develop strategic plans and action plans to boost the manufacturing sector
- Provide strategic advice to MINICOM on implementation of company-tailored support programs based on findings to increase firm level productivity, exports, and domestic market recapturing
- Produce policy briefs and monthly reports on implementation of these recommendations and analysis of the firm-level impact of those programs
- Monitor and provide support on the implementation of recommendations by the Manufacturing Acceleration Committee and the Economic Recovery Fund Steering Committee
- Other duties as assigned by the Minister and Permanent Secretary
Person Specification
We are searching for an experienced Strategic Advisor to work closely with the Industry and Entrepreneurship Development Unit within MINICOM. The Advisor will report directly to the Director General in charge of Industry and Entrepreneurship Development, under the leadership of the Permanent Secretary.
The Advisor will benefit from being part of the TBI Rwanda team, a network of experienced advisors based at the centre of government and in key ministries and institutions supporting the government’s agenda for economic transformation.
This is a role in a fast-paced government, working within complex policy areas that are highly scrutinised. The successful candidate for the role should be able to display the majority of the following:
- A Master’s degree in Economics, Business Administration, Public Administration, Industrial Engineering, or a closely related field
- At least 8 years of professional experience in research, consulting and/or technical assistance consultancy contracts with public or private sector institutions
- Significant professional background in supporting a private sector led growth including working with Micro, Small and Medium Enterprises; experience in the manufacturing sector preferred
- Strong analytical and research skills
- Excellent interpersonal, communication, and reporting skills
- Proven experience briefing senior government officials and/or executive officials in the private sector
- Proficient in oral and written English; French would be an asset
- Flexibility, resourcefulness, and a can-do attitude
- Work collaboratively with colleagues and perform other duties as reasonably required to achieve the goals of your team and the Institute
