The University of Rwanda is a public institution of Higher learning committed to

In that regard, the University through its Single Project Implementation Unit (UR-SPIU) is implementing a five-year research grant (under the acronym of “CHOICE project”) aiming at improving health literacy among teenagers through development and testing of learning resources for informed personal health choices and participation in dialogues about health in East African countries (Kenya, Rwanda and Uganda). The project is funded by research council of Norway under a consortium led by Norwegian Institute of Public Health.

Project Research Assistant (1 position

Duties and responsibilities

The incumbent will be required to perform the following activities in conjunction with research team:

 Assist the Principal Investigator and Co-Investigator of Research in the administration and logistics of research activities.

 Play a role in the planning and conduct of assigned research tasks individually or jointly in accordance with the project deliverables.

 Co-design and review study tools (questionnaire, interviews guides, etc.);

 Participate in field interventions (pretest, fieldwork supervision, data collection, data entry and management, etc)

 Assist the Principal Investigator and Co-Investigator of Research in the administration and logistics of research activities.

Qualification and required skills

 Bachelor’s Degree in Health related field.

 Experience of data collection and or participation in research activities is a must

 Excellent communication (both oral and written) in both English and Kinyarwanda is a must;

Summary of Role

IntraHealth is seeking 25 Temporary Data Collectors for the USAID Ingobyi Activity in Rwanda.

The Temporary Data Collectors, reporting to the Monitoring, Evaluation and Learning Director, will be responsible for collecting data from study participants, including getting informed consent, filling in the survey questionnaires conducting in-depth interviews for the selected participants and service providers. The Data Collectors will be responsible for entering questionnaires into the respective databases and also take photos as per the study requirements and will be required to write a brief report for their respective study sites. The

ESSENTIAL FUNCTIONS:

Recruitment of study participants;
Provide information to, and take consent from, potential study participants;
Collect data using both qualitative and quantitative tools/methods, including taking photographs;
Track research participants, and perform any necessary follow-up tasks;
Check the quality of transcripts and translations;
Contribute to the interpretation of data and analysis;
Ensure the study is carried out ethically and according to applicable laws and regulations;
Perform other activities as needed and indicated by the Research Coordinator or other study investigators;

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS

Essential

Bachelor’s degree in social sciences, statistics, population studies, public health or related field;

At least a minimum of one (1) year working experience in monitoring and evaluation of data collection preferably on health projects (reproductive, maternal, newborn, child health, and malaria);

Demonstrable thoroughness and care for high-quality work;
Excellent written and oral communication skills in English and Kinyarwanda;
Computer literacy and ability to use Word, Excel, and PowerPoint;
Ability to work independently and to take initiative;

Project Background

The HortInvest project is funded by the Netherlands Embassy in Kigali and will contribute towards the attainment of the mission of the Rwanda National Horticulture Policy in terms of fast economic growth and rapid reduction in poverty and malnutrition in Rwanda and the objectives of the Rwanda-Dutch bilateral programme aimed at enhanced food security and private sector development. The expected impact will be primarily noticeable in the six target districts in North-west Rwanda.

The main areas of intervention of the HortInvest project are

1. Improving market-led horticultural production and supplies for domestic and regional markets

2. Enhancing food and nutrition security of rural households involved in horticulture and urban consumers

3. Developing high-value horticultural exports

4. Creating an enabling environment for commercial horticultural developments

The Netherlands has world-renowned horticulture that is very active internationally and is able to provide technologies and services that are considered to be beneficial to Rwandan farmers and on which the HortInvest project can build. Linking up with the private sector (Dutch, local and international companies) is a key element of the Netherlands Embassy’s horticultural development support programme, which is aimed at stimulating economic development and food security in Rwanda. The triple helix – comprising the private sector, government agencies, and civil society and knowledge organizations – is one of the strengths of the Dutch implementation strategy, which will also underpin the HortInvest project approach.

After its completion, the HortInvest project is expected to have contributed to the following two impacts:

The horticultural sector’s relative contribution to the regional rural economy in the six target districts will have significantly increased.
Improved food and nutrition security of poor households in North-west Rwanda.

Job Description

Reporting to the HortInvest Deputy Team Leader, the Nutrition Advisor will contribute to addressing malnutrition in the six HortInvest target districts in Rwanda (Karongi, Muhanga, Ngororero, Nyabihu, Rubavu, and Rutsiro). At the same time, the nutrition advisor will work closely with district staff in the implementation of activities aimed at improving nutrition awareness and to stimulate dietary diversity in rural communities. In cooperation with other members of the HortInvest team, the advisor will play a key role in the development and monitoring of HortInvest activities that support reduced malnutrition and increased consumption of fruits and vegetables. This includes working closely with various stakeholders, including government, at national and district level.

To assure effective implementation of HortInvest, the Nutrition Advisor is expected to maintain a pro-active attitude towards other HortInvest team members to seek integration of project activities as well as towards other development initiatives to seek complementarity. Proactivity will also be required in communication about nutrition activities both within the project, SNV as an organization, and externally to a wider target audience, including project beneficiaries, government, donors, and development partners.

Key Responsibilities

Take the lead in coordination and implementation of assigned HortInvest activities: activity planning, coordination, monitoring, and reporting
Strengthen the HortInvest network among nutrition-related development projects, government institutions, and others
Contribute to the development and implementation of an integrated nutrition strategy ofr the project. Expand nutrition-related approaches and activities that HortInvest has already undertaken
Identify and facilitate the introduction of approaches to increase nutrition awareness and realize behaviour change to stimulate improved dietary diversity through the increased consumption of fruits and vegetables in rural communities
Monitor the implementation of nutrition-related activities that are supported by HortInvest
Contribute to up-scaling of successful nutrition activities and improved integration with other HortInvest activities and those of other development projects
Facilitate the realization of improved linkages between different stakeholders that are working to address malnutrition in Rwanda
Liaise, coordinate and garner support from stakeholders (central or local government, other projects, etc)
Contribute to the identification of high potential production areas, improved access to inputs, and improved access to finance & markets for SME farmers
Advise and conduct research; analyze information and disseminate to stakeholders
Develop and implement a communications plan around HortInvest nutrition activities to a variety of target groups
Responsible for knowledge sharing and contributing to SNV’s knowledge development agenda
Work in close coordination with the rest of the team, including M&E support officers, and undertake additional HortInvest assignments as requested by the (deputy) team leader

Qualifications

At least a Bachelor’s degree in nutrition, food sciences, rural development, or a related field
At least 7 years of professional working experience in fields relevant and related to this scope of work
Proven experience in the development of strategies and supporting the implementation of activities to address malnutrition, preferably in agriculture-related projects.
Has an extensive network among stakeholders in Rwanda who are active in addressing malnutrition
Experience in working with community health workers, farmers and farmer households
Able to develop and implement communication activities related to nutrition for a wide audience

About Building Learning Foundations (BLF)

The Building Learning Foundations Programme (BLF) is funded by the British government through the UK’s Department for International Development (DFID). The programme is focused on improving learning outcomes at P1 to P3 in English and Mathematics including those of children with Special Educational Needs. This is intended to improve the pupils’ learning achievement in higher grades, thereby increasing equitable access to primary and secondary education in Rwanda. The Programme is implemented by a consortium of organizations; Education Development Trust (lead), British Council, and VSO in all 30 Districts of Rwanda.
The BLF is designed to contribute to improved learning outcomes in lower primary education in English and Mathematics by targeting three specific Outcomes, presented as three BLF Foundations, each with clearly identified Outputs.

You will be responsible in this short-term position for leading a small team of VSO national volunteers who are responsible for providing high-quality school-level mentoring and workshop training to teachers in grades 1-3 on foundational English and mathematics in every primary school in a district of Rwanda (between 80 to 100 schools). This will require rapid assimilation of content of substantial English and mathematics toolkits for teachers based on your excellent knowledge of English and mathematics subject knowledge and application of learner-centered, inclusive teaching methods, and training and mentoring of team members in this high-profile, innovative and successful nationwide project

We are looking for a driven, creative and independent person to join a high-performing flexible team. As a Project Associate you will support PAD research and operations in Rwanda pertaining to the delivery of digital coffee agronomy advisory services to small landowning coffee farmers.

You will work in a non-hierarchical team and have opportunities to work closely with PAD and affiliated researchers and substantially contribute to PAD’s research programs that test new ideas and measure their impacts.

Responsibilities

The Project Associate will be responsible for the following main tasks;

Support and manage SMS and/or voice platforms to disseminate information to small holder coffee farmers via their mobile phones
Hire, train and supervise local staff;
Organize and oversee data collection for focus groups and phone surveys, including resourcing language translation;
Develop and update project documentation regularly;
Assist in managing partner relations and working with external stakeholders for implementation of field operations;
Develop and execute workplan objectives and report progress and issues to the East Africa team in a timely manner;
Work with PAD team to ensure that all projects and operations adhere to policies, protocols, and timelines
Meet all deadlines and expectations laid out in the Project Associate’s workplan and promptly communicate issues or barriers resulting in delay of completion.

Qualifications

Required Qualifications and Experience:

Bachelor’s degree in statistics, public policy, agriculture, economics or other related field.
At least 2 years demonstrated professional work experience in one or more of the following areas: project management, research, or coffee agronomy.
Competent computer skills including typing, emailing, and navigating operating systems
Previous experience in data collection, survey administration, or conducting focus groups
Previous experience in stakeholder relations including government entities
Strong written and spoken English and Kinyarwanda skills

Desired Qualifications and Experience:

A master’s degree in a relevant field
Knowledge and experience with cleaning, monitoring, and basic analysis commands in Stata or R
Demonstrates a good understanding of the Rwandan coffee industry in both coffee agronomy and the cooperative sector

II. Organizational Context and Scope
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM Rwanda’s Migration Health Assessment Center (MHAC) in Kigali is the leading provider of health assessment and travel assistance service for refugees and migrants traveling temporarily or permanently to USA, Canada, Australia, UK, and New Zealand. Conducted by specialized and experienced personnel, MHAC assessments are based on the protocols defined by the admitting countries. IOM Rwanda´s MHD MHAC provides services to people living in Rwanda, as well as people from the neighbouring countries such as Uganda, Burundi and the Democratic Republic of Congo.

III. Responsibilities and Accountabilities
Under the overall supervision of the IOM Rwanda Chief of Mission, under the direct supervision with Migration health officer and close coordination of the national Migration health Physician, IOM laboratory technician and the technical supervision of the Laboratory manager in Nairobi, the incumbent following standard protocols, will supervise and assist contracted laboratories in specimen collection and perform laboratory examinations for migration health programs and activities. After receiving training from the IOM lab technician, the incumbent shall perform the following duties and responsibilities: Adhere strictly to fraud prevention measures in all aspects of work performed for visa applicants/refugees/ migrants. Adhere strictly to biosafety measures during specimen collection, laboratory procedures, disposing of, storing and shipping of specimens. Collect, as required, specimens for medical screening or treatment follow-up of visa applicants/ refugees/ migrants. Assist in the collection of sputum specimens as may be required. Prepare specimens and arrange transport for follow-up testing as required. Assist in the processing of sputum, specimens for testing for migration-related health assessments. Liaise with the IOM Migration Health Services’ Team in Rwanda on the collection and preparation of specimens. Follow internationally accepted laboratory procedures when processing specimens for HIV, Hepatitis, Syphilis, Tuberculosis, Urine and stool examinations. Ensure and maintain a high quality of performed laboratory tests. Keep laboratory registration neat and proper with clear handwriting. Keep laboratory records on a computer. Prepare and submit reports of laboratory examinations to requester in time. Prepare and submit stock orders in time, keep stock records and monitor consumption. Manage specimens and laboratory materials shipment. Manage the internal Quality Assurance System in the laboratory for performed examinations. Assist in DNA specimen collection programs. Keep records of laboratory tests performed and submit statistical reports to supervisors. Assist contracted laboratories in preparation and updating of standard operating procedures. IV. Required Qualifications and Experience
Education
High school diploma in Medical Laboratory Technology with 4 years of relevant working experience in laboratory/medical institutions, International Organizations or NGOs dealing with refugees and valid license to work as a Laboratory Technician in Rwanda. Bachelor’s Degree in Medical laboratory technology with 2 years of relevant working experience in laboratory/medical institutions, International Organizations or NGOs dealing with refugees and valid license to work as Laboratory Technician in Rwanda.
Experience
Phlebotomy experience required and should be conversant in biological specimen collection, storing, packing and transporting. Experience in CT/NG, HIV and Syphilis serology testing desirable. Experience in Tuberculosis laboratory testing desirable.

Job Purpose.

The Policy Monitoring & Evaluation Officer will work in conjunction with the overall strategic objective lead to help design, implement, coordinate and manage Policy Implementation, Monitoring and Evaluation. He/she will provide leadership and facilitates the processes that will ensure a well-planned, strategic, coordinated, coherent, and effective policy activities in the Ministry of Health. This position will be required to provide strong leadership based on trust, relationships, shared decision-making, and consensus management and will facilitate a network that enables the equal partnership to focus on broader sector issues as a whole in Rwanda.

In collaboration with the MoH and its Partners, the Policy Monitoring & Evaluation officer will provide strategic guidance in the planning and implementation of Policies development partners’ activities by facilitating planning and coordination in line with Government of Rwanda (GoR) Vision 2035, 2050 and NST1, HSSPIII, Sector standards and accountability.

He/She will act as an interface between Policies partners and relevant GoR institutions to report on and properly address the Policy related needs with all partners, include them in the planning and funding mechanism.

The officer will endeavor to ensure prioritization based on evidence-based actions to enhance an accountable and effective policy planning and implementation.

Responsibilities

Set up integration and harmonization of all Policy partners plans to NST1and Sector plans, respecting their respective mandates and program priorities;
Establish, advise on and advocate for an appropriate coordination mechanism;
Capacity building to MoH for appropriate coordination of all Policies partners, and with all partners, through establishment/maintenance of appropriate sectoral coordination mechanisms, including working groups at the national and, if necessary, local level;
Ensuring an appropriate distribution of responsibilities within the Sector policy, with clearly defined responsibilities inside TWGs’ coordination and actions, and for specific issues where necessary;
Monitor and report on the complementarity of different programs and actors;
Plan and mobilize partnership for adequate response actions to seasonal or area-specific issues as well as prevention and risk reduction concerns;
Promote effective links with other sectoral groups;
Advise on sectoral coordination mechanisms to be adapted over time and to reflect the capacities and needs at the District level;
Determine and recommend on the interests of the Sector for discussions with stakeholders;
Plan and prepare coordination with national authorities. This will involve participating to and working with relevant GoR institutions and forums;
Advise on resource mobilization strategies and capacity-development;
Promote awareness and coordination between the policy Cluster and DPs;
Ensure update on the implementation of Policies Cluster resolutions every three months;
Undertake capacity mapping and gap identification exercises to develop a capacity-development strategy for the Cluster;
Identify the training needs of cluster partners and prepare advocacy tools to GoR, lead-agencies, donors or other stakeholders to meet these needs;
Advise on needs assessment, analysis, prioritization and planning;
Develop monitoring and evaluation tools; organize joint field missions, and analysis among cluster partners;
Participate in joint cross-cluster needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible.
Ensure that the Health Sector Policies, strategy and plan is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured.
Identify issues and information which (i) should be proactively shared with other clusters, and (ii) should be acquired from other clusters to ensure a more effective action (cross-cluster coordination). Identify potential areas of duplication between clusters so that they can be avoided and identify potential gaps which may fall between clusters in term of Policies so that they can be addressed through the clear assignment of responsibilities.
Raise awareness of the Policies and promote the integration of agreed priority cross-cutting issues in cluster/cross-cluster needs assessments, analysis, planning, implementation and monitoring.

Qualifications

- Master’s degree in Epidemiology, Environmental Health Sciences and Sanitary Engineering, Water & Sanitation Engineering, with 3-year experience, or Bachelor’s degree with 5-year experience in the same domain
- Demonstrative capacity to identify and monitor Policies imbalances, as well as develop and implement health programs;
- Have a good understanding and appreciation of Policies and strategies;
- The candidate should have demonstrated previous capacity in coordination, planning, analysis, advocacy, capacity building, resource mobilization, leadership, strategic prioritization and decision making through a transparent process involving multiple partners and perspectives, application and adherence to existing national and international standards and guidelines, monitoring and reporting.
- A minimum of 2 years in field-based coordination with local entities (Districts).
- The ideal candidate should also have demonstrated emotional intelligence, robust networking, shared-leadership experience, teamwork and leadership, and knowledge team building when required and thrive on working in a multi-cultural, fast-paced and fluid environment with minimum guidance.

Job Purpose.

The Public-Private Partnership officer will assist the Clinical Services General Directorate mainly in the field of public-private partnership.

The staff will provide support in the development of policies and strategies for the private health sector. He/she will assist in strengthening PPP for effective coordination with the private sector and initiate mechanisms for collaboration between public health facilities and private medical facilities.

He/she will ensure the supply of quality health services in private facilities and strengthen the collection of health statistics of the private sector, their integration into the Health Information System, analysis and feedback. He will provide assistance into ensuring that national protocols and guidelines are applied in private health facilities. He will facilitate that good practices and successful interventions are documented and disseminated. Where appropriate, he/she will initiate the process of accreditation of private health institutions.

Responsibilities

Specifically, he/she shall provide:

Technical Assistance, Planning, Monitoring, and Evaluation:

Support and follow the gradual implementation of activities related to the strengthening of the Public-Private Partnership;
Provide technical assistance in the set-up of policies and strategic plans for private clinics, polyclinics and hospitals;
Provide technical assistance in set up and dissemination of norms and standards for public and private health facilities;
Participate in the coordination and ensure the quality of services delivered in public and private health facilities;
Organize and participate in activities of capacity building at all levels for proper quality services delivered;
Ensure that the supervision channel in the public and private facilities is properly and timely followed;
Participate in the process of accreditation of public and private facilities;
Ensure that the private practitioners report is written timely and through the proper channel and analyse it;
Design the tools for supervision and inspection of public and Private facilities;
Support adaptation/updating of operational planning taking into account the emerging needs
Compile quarterly reports from PHF, analyse and propose a feedback to the DG Clinical services is written timely and through the proper channel and analyse it;
Support the documentation process of experiences with regard to PPP

Qualifications

Master’s degree in public health or in Epidemiology, with an experience of at least 5 years’ experience in administration of health services,

Proven experience:

Clinical professional experience of 3 years minimum
Experience of min 3 years in health administration
Having combined working experience in private health sector is an added advantage
Work experience in health systems in areas of planning, organization, coordination, supervision, monitoring and evaluation

Technical Knowledge and Skills
